
NBI REFUSES TO ISSUE CLEARANCE TO APPLICANT AND THE SWIFT ACTION OF NBI DIR. SANTIAGO
Mr. Danilo Calarde Franco’s wife approached our program to ask for assistance on the issue of the NBI’s (National Bureau of Investigation) refusal to grant her husband a new clearance.
According to her, the NBI records showed a theft case against Mr. Franco filed at the Prosecutor’s Office of San Mateo, Isabela, way back in February 2, 1979.
Mr. Franco did not deny this but claimed that the case had been resolved, presenting a certification from the Municipal Trial Court of San Mateo as proof that he had no pending criminal or civil cases. Despite this, the NBI did not accept the court clearance obtained by one his relatives in their province.
Mr. Franco had previously been granted NBI clearances on June 27, 2006, and July 17, 2008, before leaving the country. Now a Canadian citizen, Mr. Franco and his family reside in Canada.
We are left wondering why the theft case did not appear in the NBI records during his previous clearance applications and why the NBI did not accept the court clearance this time.
We will inquire with the NBI about the reasons behind the denial of Mr. Franco’s clearance despite his previous clearances.
